The LAX People Mover, new access fees, and where to get your car
Los Angeles International Airport is in the middle of its biggest ground-transportation change in decades. The free Automated People Mover train now links the terminals to the rental car center and Metro, the airport has adjusted commercial access fees for the first time in over ten years, and pickup rules differ sharply between rideshare, taxis and pre-arranged chauffeured cars. What the LAX People Mover is — and where it goes
The Automated People Mover (APM) is a free, 24/7 electric train on an elevated guideway above the airport. It connects the central terminal area to the facilities that used to require shuttle buses:
ConRAC — rental car center
All major rental car companies consolidated into one facility east of the terminals. The People Mover replaced the old per-company shuttle buses — ride the free train straight from your terminal.
Metro LAX/Transit Center
The airport's rail connection to the Metro system. Useful for budget travel, but with luggage after a long flight, expect stairs, transfers and a long ride into the city.
Economy parking
Long-term economy parking is served by the train instead of circling shuttle buses, cutting the old 20–30 minute bus wait to a few minutes.
New LAX access fees: what changed in 2026
- In March 2026 the airport's Board of Commissioners approved an adjustment to commercial Ground Transportation Access Fees — the first increase in over 10 years.
- The fee applies to rideshare companies, taxis and for-hire vehicles operating at the airport, and is charged to the operator, not directly to passengers.
- App rideshare prices at LAX are expected to reflect the higher fees, especially during peak demand.
- At L.A. Premier Limo, airport access fees are already built into your flat rate. The quote you see before booking is the price you pay — no post-landing surcharges.
Where you get picked up and dropped off
- Departures: chauffeured cars drop you at the departures-level curb outside your terminal — unchanged by the People Mover.
- Arrivals (car service): pre-arranged, TCP-licensed chauffeurs pick up at the arrivals curb outside your terminal, or inside baggage claim with meet & greet.
- App rideshare & taxis: passengers are directed to LAX-it, the shuttle-served pickup lot, with access fees reflected in the fare.
- Bottom line: with a pre-arranged car service you never ride a shuttle or the People Mover to reach your vehicle.
Landing at LAX for the first time? Where the rental cars are
Every major rental brand at LAX now operates from the Consolidated Rent-A-Car facility (ConRAC), east of the terminal horseshoe. From baggage claim, follow the "LAX People Mover" signs in your terminal, ride the free train to the ConRAC station, and take the escalators down to the counters and garage.
First-timer tips: budget 30–45 minutes from baggage claim to driving out; book the car before you land because same-day walk-up inventory is limited; and remember you will exit directly onto some of the busiest freeways in the country (the 405 and 105), often at rush hour.
If your trip is airport-to-hotel, a meeting or an event, compare the all-in cost honestly: rental rate + insurance + fuel + parking at your destination, versus a flat, flight-tracked car service rate with airport fees and wait time already included. For many short L.A. visits, the chauffeur is the simpler — and often comparable — option.

- Chauffeured cars drop off at the departures (upper) level curb directly outside your terminal — the same as always. Your driver confirms the correct terminal and door from your flight number, so the People Mover does not change your departure drop-off at all.
- Where do I pick up a rental car at LAX?
- All major rental car companies operate from the Consolidated Rent-A-Car facility (ConRAC) east of the terminals. From any terminal, follow signs for the LAX People Mover and ride the free train to the ConRAC station — it replaced the old per-company shuttle buses. First-time visitors should allow extra time: from baggage claim to driving out of the ConRAC, budget roughly 30 to 45 minutes.

- Yes. The train is free for all airport users, runs 24/7, and connects the terminal area with the ConRAC rental car center, economy parking and the Metro transit connection.
- Is a rental car or a car service better for a first visit to L.A.?
- If you are landing at LAX for the first time and heading to one or two destinations, a flat-rate car service is usually simpler: no shuttle or train with luggage, no counter line, no insurance decisions at the desk, and no navigating an unfamiliar freeway system jet-lagged. Renting makes sense for multi-day, multi-stop itineraries; for airport-to-hotel, meetings or events, a chauffeur is door-to-door with the rate locked in before you land.
- How much free wait time do I get with a car service pickup at LAX?
- Domestic arrivals include 30 minutes of free wait time from actual touchdown, and international arrivals include 60 minutes for customs and baggage. After that, wait time is $1.00 per minute and can only be applied by a dispatcher — never automatically. We track your flight, so delays and early landings shift your pickup time at no charge.
